W.E. O’Neil Construction — a top national contractor celebrating its 100th anniversary — is advancing its leadership strategy with a major internal promotion. The company has elevated Todd Guthrie to Chief Operating Officer, recognizing his decades of operational expertise and influence in building some of its most successful regions.
Guthrie, a respected leader with nearly 40 years in construction and 35 years with W.E. O’Neil, previously served as Regional President overseeing Arizona, Colorado and Tennessee — three of the company’s fastest-growing markets. He joined the firm in 1990 and became a key force behind its western expansion, founding W.E. O’Neil’s Colorado office in 1999 and growing it into one of the firm’s highest-performing business units.

Throughout his career, Guthrie has guided teams through evolving economic cycles, emerging delivery models, and shifting client expectations — leadership the company believes is critical as it scales to meet growing national demand.
“I am so grateful for the opportunities I’ve had over the past 35 years at W.E. O’Neil,” said Guthrie. “This role is an incredible opportunity for me to give back to the company and people who have supported me throughout my career. I’m excited about the future of O’Neil. We’re building on a strong foundation to become even stronger, more efficient, and the best client partner in the market.”
In his new role as COO, Guthrie will collaborate closely with CEO John Finn and O’Neil’s executive team to unify national operations, improve cross-regional coordination and advance companywide strategic growth initiatives. His appointment comes at a time when the employee-owned firm is expanding across multiple states while maintaining a commitment to local expertise and client service.
Finn applauded Guthrie’s ability to shape culture and performance across the organization:
“Todd has been an extraordinary leader for decades, building our Colorado operations from the ground up, guiding Arizona and Tennessee, and mentoring countless employee-owners along the way. His ability to see the big picture while developing individuals makes him the right leader to unify our operations and position the company for long-term growth.”
Guthrie holds a Bachelor of Science in Civil Engineering from the University of Colorado Boulder and an MBA from the University of Denver. He is also a LEED Accredited Professional and serves on the AGC of Colorado Board of Directors and the International Advisory Board of the CU Real Estate Center, further demonstrating his influence in workforce development and regional collaboration.
