Bockstael Construction Advances Foundation Work on Winnipeg's Anne Oake Family Recovery Centre

Foundation work is now visible at a Manitoba health and social infrastructure project that pairs philanthropic funding with a private construction partner. Pile driving has begun for the Anne Oake Family Recovery Centre, an addictions rehabilitation facility being built on a wooded former golf course in south Winnipeg.

Site Progress and Capital Campaign

Bockstael Construction is building the centre for the Bruce and Anne Oake Memorial Foundation. With piles being driven for the foundation, the project has moved from planning to physical construction.

The foundation held the capital campaign launch at the site. Scott Oake and Darcy Oake attended with family, and broadcaster Ron MacLean served as emcee. Donors and community leaders toured the grounds and saw the early construction work. The project team includes architects, consultants, trade partners and suppliers, along with the donors supporting the campaign.

Facility Purpose and Opening

The Anne Oake Family Recovery Centre is designed to let women begin recovery while remaining with their children. The facility is planned to open in December.

It follows the Bruce Oake Recovery Centre, the first addictions rehabilitation centre the foundation and Bockstael built together. That centre opened in 2021 and has since recorded more than 600 graduates of its program.

Manitoba's Minister of Families, Hon. Nahanni Fontaine, commented on the project's wider purpose:

"When we support a woman in healing, we're not only changing one life, we're having the opportunity to strengthen the family, support children and really change the trajectory for generations."

Repeat Delivery Model for Health-Related Construction

For owners and builders of community health and social infrastructure, the project shows a repeat working relationship. The foundation has returned to Bockstael for a second facility, and the first centre's operating record in Winnipeg is part of the context. The project is also funded in part through a capital campaign, which makes donor-supported delivery a feature of the build. Project value, building size and contract structure were not disclosed.
