Acquisition Expands Georgia Infrastructure Operations

Construction Partners, Inc. (CPI) has acquired Piedmont Paving, Inc., expanding its civil infrastructure operations across Georgia's growing Interstate 85 corridor. Announced on November 4, 2026, the acquisition adds a Newnan-based contractor specialising in site development and asphalt paving for public and private projects throughout the Atlanta metropolitan area.

The acquired operations, including an asphalt production facility and more than 110 employees, have been integrated into CPI's Georgia platform company, The Scruggs Company.

The transaction extends CPI's geographic reach between Columbus and Atlanta, a region experiencing growing demand for public infrastructure and private development.

Asphalt Production and Workforce Strengthen Regional Capacity

Piedmont Paving's strategically located hot-mix asphalt plant, experienced workforce and established customer relationships are expected to complement Scruggs' existing operations.

The additional production capacity and personnel will strengthen CPI's ability to deliver paving and site development services across west-central Georgia. The expanded platform will support a range of infrastructure requirements, including roadway construction, maintenance and private-sector development projects.

CPI President and Chief Executive Officer Fred J. (Jule) Smith III said the acquisition provides an opportunity to build on Piedmont Paving's established reputation for quality work and reliable service while expanding the company's regional capabilities.

Growth Along a Key Infrastructure Corridor

Construction Partners operates across eight Sunbelt states: Alabama, Florida, Georgia, North Carolina, Oklahoma, South Carolina, Tennessee and Texas.

Its vertically integrated operations include hot-mix asphalt plants, aggregate facilities and liquid asphalt terminals. The company primarily focuses on roadway construction, repair and maintenance, with additional work involving airport runways, bridges, commercial developments and residential projects.

The Piedmont Paving acquisition strengthens its Georgia platform and positions the company to serve increasing infrastructure and development activity along the Interstate 85 corridor.

Why It Matters

The acquisition highlights continued consolidation in the US civil infrastructure and asphalt paving sector. By adding an established contractor, production facility and more than 110 employees, CPI is expanding its regional capacity and strengthening its position in a growing infrastructure market.

For construction industry stakeholders, the transaction demonstrates how strategic acquisitions can increase material production capabilities, expand geographic coverage and improve access to public and private construction opportunities.
