More than $300 million in federal infrastructure contracts will support Coast Guard vessel operations through new homeport facilities in Rhode Island and hurricane damage repairs in Florida. The projects combine new waterfront infrastructure with rehabilitation of existing military piers to support the Coast Guard’s modernising fleet.

The U.S. Navy awarded the contracts using Coast Guard funding, drawing on the Navy’s site expertise and existing design contracts to help reduce costs and technical and schedule risks. The U.S. Coast Guard announced the awards on October 20, 2026.

Skanska Leads $271 Million Newport Development

Skanska USA Civil Northeast, based in Waltham, Massachusetts, received a $271 million Navy contract on September 22 for new major cutter homeport facilities at Naval Station Newport in Newport, Rhode Island.

The project includes a new pier designed to berth four major Coast Guard cutters, a new bulkhead, stormwater management modifications and full utility installations. The infrastructure is intended to support Coast Guard operations in strategic areas of the Western Hemisphere and the Arctic.

The contract is funded through fiscal year 2022 major acquisitions infrastructure funding and a federal investment in Coast Guard capabilities under the One Big Beautiful Bill Act.

Pensacola Contract Covers Hurricane Damage Repairs

Orion Government Services of Houston received a separate $31.5 million contract on September 28 for repairs to the Coast Guard’s major cutter piers at Naval Air Station Pensacola in Florida.

The work focuses on Wharf Bravo, including structural and utility improvements to the north berth and underwater structural repairs to both the north and south berths. Funding comes from the Infrastructure Investment and Jobs Act.

Together, the Newport and Pensacola awards total $302.5 million, covering both new construction and repairs to existing waterfront infrastructure.

Federal Investment Supports Maritime Infrastructure

The contracts form part of a broader federal effort to strengthen Coast Guard assets and shore facilities. The Coast Guard said nearly $25 billion was provided through the One Big Beautiful Bill Act, representing the largest capital investment in the service’s history. The service reported that approximately $20 billion in assets, capabilities and infrastructure had been ordered to date.

For marine construction contractors and infrastructure developers, the awards illustrate demand for specialised waterfront work involving berthing facilities, bulkheads, utilities, stormwater systems and underwater structural repairs. The projects also demonstrate how interagency coordination can support delivery of complex federal infrastructure programmes.
