
The Brooklyn Public Library’s New Lots Avenue Branch is set for a major transformation following the allocation of $4.5 million in state aid, New York State Senator Roxanne J. Persaud announced this week. The funding will support the replacement of the existing library structure, which no longer meets the community’s operational, accessibility, or energy-efficiency needs.

In addition to the state allocation, Senator Persaud personally secured $500,000 in capital funding to further support the project. The investment is part of $44 million designated for public library construction and broadband infrastructure projects in the FY2024–2025 State Budget.
“This $4.5 million state investment in the Brooklyn Public Library’s New Lots Avenue Branch is a critical step toward ensuring our community has access to a modern, safe, and energy-efficient facility that meets today’s needs. Libraries are cornerstones of our neighborhoods, and this funding will allow New Lots Avenue to better serve residents with improved resources, technology, and spaces for learning and connection.”
The New Lots Avenue Branch will be replaced to better serve residents, addressing long-standing infrastructure limitations and ensuring compliance with modern energy codes. The project reflects broader statewide efforts to modernize aging library facilities and expand access to technology, broadband connectivity, and inclusive public spaces.

Staff from the New York State Library played a key role in advancing the project by providing technical assistance and reviewing applications prior to submission to the Dormitory Authority of the State of New York (DASNY). According to state officials, more than 75% of applications undergo updates during this process to strengthen eligibility and readiness for funding.
The need for investment in library infrastructure remains significant statewide. A recent survey documented more than $1.75 billion in unmet public library construction and renovation needs across New York. More than one-third of the state’s public library buildings are over 100 years old, and more than three-quarters are at least 40 years old, often lacking accessibility features, modern electrical systems, and sufficient space for digital services and community programming.
Eligible uses of State Aid for Library Construction funds include new construction, renovations, building expansions, and infrastructure upgrades. Projects may also support energy-efficiency improvements such as HVAC upgrades, new windows and lighting systems, alternative energy installations, broadband infrastructure, and accessibility enhancements for patrons with disabilities. High-priority improvements include ADA compliance, public access technology, and flexible community meeting spaces.
Looking ahead, the Legislature has committed an additional $44 million in the FY2025–2026 State Budget for library construction projects to be announced in summer 2026. State leaders say the continued funding underscores the essential role libraries play in education, workforce development, and community resilience across New York.
The New Lots Avenue Library project is expected to strengthen access to learning resources, modern technology, and inclusive public space for residents in East New York and surrounding Brooklyn communities.
