
WASHINGTON — The Construction Industry Round Table (CIRT) has elected Greg Kelly, CEO of STV, as its chairman for the 2026–2027 term, positioning one of the industry’s prominent leaders to guide the organization into a milestone year.

Kelly was elected during CIRT’s Annual Spring Conference in Washington, D.C., succeeding Tom Reilly, president of Turner Construction, who served as chairman for the 2025–2026 term.
“CIRT’s members play a critical role in shaping the nation’s built environment,” Kelly said. “As chairman, my focus will be on strengthening CIRT as a unified voice for our industry, helping members harness technology, advance safety and develop the next generation of leaders, while continuing to elevate practices that improve performance across design and construction.”
CIRT President R. Corey Clayborne welcomed Kelly’s appointment as the organization approaches its 40th anniversary in 2027, highlighting his extensive leadership experience across the construction and engineering sectors.
“As we approach CIRT's landmark 40th anniversary in 2027, I am incredibly excited to collaboratively partner with Greg as we work together to empower our leaders to drive meaningful, positive change across the design and construction industry,” Clayborne said.
He added that Kelly’s credentials—including his induction into the National Academy of Construction and past leadership of the New York Building Congress—position him as a “transformational leader” for the organization.
Alongside the chairman appointment, CIRT announced a new slate of officers and board directors who will help guide the organization’s strategic direction.
David Zachry, CEO and president of Zachry Construction Corporation, was named vice chair, while David Mahoney, CEO of Dewberry, will serve as treasurer. Reilly will remain involved as immediate past chairman and a member of the executive committee.
CIRT also appointed four new board directors, each serving through 2029:

Kelly, who leads STV’s 3,300-person workforce, is expected to emphasize innovation, workforce development and safety across the industry. STV, founded in 1912, is a major infrastructure-focused firm involved in transportation, buildings and water systems, and is ranked among the top design firms in North America.
CIRT represents approximately 130 chief executives from leading design and construction firms, with member companies collectively employing about 3 million people across the United States.
As the organization prepares for its next chapter, Kelly’s leadership is expected to shape industry priorities around technology adoption, talent development and improved project delivery performance.
