Lt. Gregory Amaral Joins NAVFAC Washington Leadership

WASHINGTON, D.C. — Naval Facilities Engineering Systems Command (NAVFAC) Washington has appointed Lt. Gregory Amaral as Assistant Resident Officer In Charge of Construction (ROICC) at Joint Base Andrews, a role that will place him at the center of several high-profile military construction projects serving both Andrews and Joint Base Anacostia-Bolling.

Amaral arrives at NAVFAC Washington following a distinguished series of overseas assignments, including his time as a construction manager with NAVFAC Pacific, service at the Facilities, Engineering and Acquisition Division at Camp Butler in Okinawa, Japan, and work as a disaster preparedness officer at Naval Support Activity Bahrain. His track record includes managing multiple $15 million barracks renovations and spearheading evacuation planning for more than 10,000 service members, families, and civilian staff across the Middle East.

Reflecting on his career path, Amaral credited his choice to enter the Civil Engineer Corps (CEC) while studying at the University of Maryland as a pivotal decision. “Being a Civil Engineer Corps (CEC) Officer seemed like a great opportunity to practice the civil engineering profession while traveling the world and serving the country,” he said. “It seemed like an exciting and educational career path to embark on.”

For Amaral, this new assignment also marks a personal return home. The Maryland native requested to come back to the National Capital Region to be closer to family and to support his wife’s professional career.

Now embedded within the ROICC Andrews team, Amaral will help guide the execution of multiple military construction projects vital to U.S. defense operations. “My duties are generally to support ROICC Joint Base Andrews in our mission of managing several large military construction projects,” Amaral explained. “The team is already performing at such a high level. I will give my best effort to remove road blocks and speed up processes to enable our team to continue to provide high-quality facilities to our end users according to plan.”

Amaral also shared his approach to leadership, stressing the importance of empathy and perspective in building effective teams. “Before you judge someone, walk a mile in their shoes,” he said.

As Assistant ROICC, Amaral’s work aligns with NAVFAC Washington’s broader mission: to plan, build and sustain facilities that support operational readiness and long-term military infrastructure needs. The command is responsible for delivering a wide range of services—including public works, utilities, environmental management, energy, real property, and engineering support—across Navy, Marine Corps, and joint installations in the National Capital Region.

NAVFAC leaders emphasized that Amaral’s diverse international background, coupled with his technical expertise and leadership philosophy, will strengthen their ability to deliver mission-critical projects on time and to standard.
