Maine Expands Affordable Housing Grants

A new housing initiative in Maine is set to expand affordable housing options, with officials announcing $12 million in grant funding to support new developments across the state.

MaineHousing said the funding, distributed through the Home for Good program, will help create 92 new affordable housing units in Bangor, Portland and South Portland.

“Addressing Maine’s housing needs calls for a number of creative approaches, including ways to get people off the streets and into stable housing, where they can then get help to turn their lives around,” said Janet Mills. “With these awards from MaineHousing, communities will have more resources to address the serious challenges caused by chronic homelessness.”

Funding Structure and Project Scope

The grant funding is expected to leverage additional financing sources, including low-income housing tax credits, loans and other subsidies. According to MaineHousing, the $12 million investment could generate as much as $24 million in additional funding, significantly increasing the overall impact of the initiative.

The projects are part of a broader statewide effort to address housing shortages and homelessness through a mix of construction, financial incentives and support services.

Integrated Support Services for Residents

In addition to new housing units, the initiative will provide comprehensive support services aimed at helping residents achieve long-term stability. The Maine Department of Health and Human Services will deliver 24-hour assistance at each site.

Services will include job placement support, help with daily living skills and care for individuals dealing with substance use disorders or mental health challenges.

“Services will be provided with the goal of eliminating or mitigating previous barriers to successfully maintaining housing and preventing return to homelessness, paving the way for healthier, safer outcomes for the individual and the community,” said Darah Squirrell.

Continued Investment Through Home for Good

The Home for Good program has been a key component of Maine’s housing strategy since its launch in 2023. In April 2025, the program allocated $20 million in funding for developments in multiple cities, including Sanford, Augusta and Auburn, resulting in plans for 138 additional housing units.

This latest round of funding builds on those efforts, reinforcing the state’s commitment to increasing housing supply and addressing homelessness through coordinated public investment.

Maine’s latest housing initiative reflects a growing recognition that affordable housing challenges require both construction and supportive services to be effective. By combining funding for new units with wraparound care, the state is adopting a more holistic approach to housing stability—particularly for individuals experiencing chronic homelessness.

The inclusion of 24-hour services is especially significant, as it aligns with national “housing-first” strategies that prioritize stable housing as a foundation for addressing broader social and health issues. These models have shown success in reducing long-term homelessness and improving outcomes for vulnerable populations.

At the same time, the leveraging of tax credits and financing tools highlights how public funds can be used to attract additional private and federal investment, maximizing the reach of limited state resources. This approach is increasingly common in affordable housing development, where layered financing structures are often necessary to make projects viable.

Looking ahead, continued demand for affordable housing in cities like Portland and Bangor suggests that similar funding rounds may be needed to keep pace with population growth and rising housing costs. The success of these projects could also serve as a model for other states seeking to balance housing production with social support systems.
