Skanska and Halmar Advance Penn Station Redevelopment Under Pre-Development Agreement

Transportation owners and contractors continue advancing large-scale rail infrastructure modernization programs as passenger demand and operational requirements increase across major transit corridors.

Skanska and Halmar Infrastructure Development have entered into a pre-development agreement with Amtrak and the U.S. Department of Transportation to advance the redevelopment of New York Penn Station, one of the largest transportation infrastructure projects currently in planning within the Northeast Corridor.

The agreement follows the earlier selection of Penn Transformation Partners, a 50-50 consortium formed by Skanska and Halmar Infrastructure Development, as master developer for the station modernization effort.

Early Development and Delivery Planning

Under the agreement, Penn Transformation Partners will oversee planning, design coordination, permitting and development activities during the project’s pre-development phase.

At the same time, Skanska and Halmar International established an early contractor involvement arrangement through a separate 55-45 construction joint venture intended to integrate construction expertise into project planning and design activities before full delivery procurement begins.

The redevelopment is expected to move forward through a public-private partnership structure using a design-build-finance-operate-maintain delivery model.

During the pre-development phase, project teams will work on design refinement, stakeholder coordination, pricing development and public engagement activities tied to the station transformation program.

Planned Station Improvements

Penn Station serves more than 600,000 daily passengers and visitors, making it the busiest transportation hub in the Western Hemisphere.

Current redevelopment plans include construction of a new Eighth Avenue entrance, expanded concourse areas, upgraded passenger circulation systems and accessibility improvements. Plans also call for updated lighting, wayfinding systems, consolidated passenger amenities and improvements to adjacent pedestrian areas and streetscapes.

The redevelopment program is designed to maintain Madison Square Garden in its current location while improving station functionality and passenger movement throughout the facility.

Pre-development work is scheduled to begin in June 2026 and continue through 2027.

What This Means For Construction Owners

For transportation agencies, contractors and infrastructure developers, the Penn Station redevelopment represents a significant public-private partnership opportunity within the U.S. transit sector.

Early contractor involvement and phased development agreements are increasingly being used on large transportation programs to improve constructability planning, cost certainty and coordination among owners, designers and builders before major construction activities begin. The project also reflects continued federal investment in rail infrastructure modernization across the Northeast Corridor.
