Wyoming to Consider Emergency Rule Changes on Concealed Carry in Public Buildings

CHEYENNE – The Wyoming State Building Commission (SBC) has scheduled a special meeting next week to review emergency rule changes to Chapters 1 and 4 of the State Building Commission Rules regarding the concealed carry of firearms in state-owned public buildings. The move is in direct response to recently passed legislation eliminating so-called gun-free zones throughout the state.

The meeting will be held Tuesday, June 18 at 8 a.m. in the Capitol Auditorium in Cheyenne, and will also be accessible via Zoom and streamed live on YouTube, allowing wider public engagement.

The legislation, which goes into effect July 1, renders current SBC rules out of alignment with state law, triggering the need for emergency revisions. As a result, the SBC must act swiftly to ensure that administrative policy reflects the upcoming statutory changes.

“On the effective date of the new law, July 1, the current SBC rules will not conform with law,” officials stated.

This legislative update follows the repeal of several long-standing prohibitions on firearms in government facilities, reflecting a broader shift in Wyoming’s approach to gun rights in public spaces.

Public Comment Still Open for Permanent Rule Changes

While the upcoming meeting focuses on emergency adoption of rule changes to ensure short-term compliance, the SBC is also working on permanent revisions. On May 1, the Commission approved proposed updates to the regular rules, which are now open for public comment until June 30.

“The SBC approved proposed revisions to the related regular rules on May 1,” the department said. “To provide public comment or to view the proposed regular rule revisions, visit either the Wyoming Administrative Rules System: rules.wyo.gov and use the advanced search for proposed rules, or the State Building Commission page under Construction Management at the State Construction Department’s website.”

This dual-track approach—emergency changes now and permanent updates later—ensures that Wyoming’s administrative framework remains both legally compliant and publicly accountable.
