Demand for data centre capacity is driving major construction investments, including a new three-building campus in Kentucky. Fluor Corporation has signed a definitive EPC contract with TeraWulf to develop and construct the facilities at the Justified Data Campus in Hawesville.
The agreement establishes Fluor's role in delivering the project through engineering, procurement and construction services. The company expects to recognise the award during the fourth quarter of 2026, once pricing for the first two buildings is finalised.
The contract includes a cost-overrun provision that makes Fluor responsible for overruns up to a specified percentage of its profit.
Fluor began supporting the development under a limited notice to proceed announced in March 2026. Early works construction has since started, advancing the campus toward its next stages of development.
The three-building project is intended to provide infrastructure for the expanding artificial intelligence and high-performance computing sectors. Fluor is bringing its integrated engineering, procurement and construction capabilities to the development, with an emphasis on safety, quality and schedule performance.
The Justified Data Campus adds to the pipeline of large-scale digital infrastructure projects being developed to support computing-intensive applications. Such facilities require coordinated engineering, building systems and construction delivery to accommodate demanding operational requirements.
For Fluor, the contract also expands its work with TeraWulf following the earlier project support agreement.
The EPC contract represents a significant data centre construction opportunity in Kentucky as demand for AI and high-performance computing infrastructure grows. The three-building scope creates work across engineering, procurement and construction, while the contract structure establishes defined cost-overrun responsibilities for Fluor.
