Legal oversight is a key component of managing infrastructure contracts, claims and project risk, particularly for contractors delivering complex work across multiple markets. Pulice has promoted Todd Coleman to vice president of legal, placing its legal services department and companywide risk management responsibilities under his leadership.
Coleman will serve as Pulice’s senior legal executive and advise the leadership team on legal strategy and business matters. His responsibilities include contract administration, litigation and claims management, regulatory compliance and risk management.
He will report directly to Pulice President Victor Jimenez and work with teams across the organisation to address legal issues affecting operations and business development.
Coleman joined Pulice in October 2024. His work since then has included advising company leaders and project teams on complex legal matters and supporting business initiatives.
Coleman has 29 years of legal experience, primarily in construction law and litigation. He also contributed to integrating Pulice Construction with FlatironDragados’ Texas operations.
During his tenure at Pulice, Coleman helped resolve multiple lawsuits and claims that resulted in recoveries worth millions of dollars.
He holds a Bachelor of Arts in political science from the University of Oregon and a Juris Doctor, cum laude, from Arizona State University. He is also a member of the State Bar of Arizona’s Construction Law Section.
Legal and claims management can affect project costs, contract performance and financial exposure across infrastructure construction programmes. Pulice’s appointment establishes executive-level responsibility for these functions, including compliance and dispute resolution.
Pulice, a FlatironDragados company, delivers infrastructure projects across Texas, Arizona and the broader southwestern United States. Coleman’s expanded role covers legal functions relevant to contract execution, project claims and operational risk across those markets.
