Boise Airport Selects Hensel Phelps to Manage $700M Expansion Through 2029

BOISE, Idaho — Boise Airport is preparing for its biggest growth phase yet, with Colorado-based Hensel Phelps taking the lead on a $700 million expansion project scheduled to run through 2029.

The expansion, designed to keep pace with the Treasure Valley’s rapid growth, includes major upgrades to passenger services, baggage handling, security systems, and core airport infrastructure.

The City of Boise approved the multi-year construction management contract with Hensel Phelps, which allows the airport to initiate projects as funding becomes available. Importantly, officials emphasized that the plan does not rely on taxpayer dollars, instead drawing from airport-generated revenue and financing mechanisms tied to passenger growth.

Among the most significant upgrades:

New Gates

Up to 10 gates will be added in Concourse A to accommodate more flights.

Baggage Handling System

A modernized system to streamline passenger luggage.

Central Utility Plant

A major facility for heating, cooling, and powering the airport’s expanded footprint.

Traveler Amenities

Recently completed projects include an expanded security checkpoint, two new parking garages, and a rental car center now under construction.

The airport has also introduced new dining and retail options, featuring a mix of local businesses and national chains.

The expansion reflects Boise’s transformation into a metropolitan hub. Passenger traffic has soared 81% over the past decade, with nearly 5 million travelers passing through in 2024, according to city officials.

“The framework of the agreement means that no taxpayer dollars will be used for construction, and the airport can commission projects as funding becomes available,” the city noted in its release.

Airport leadership said the upgrades are critical for ensuring Boise remains competitive and able to handle record-breaking passenger growth in the years ahead.
