Five-Building Data Center Campus Proposed for West Memphis, Arkansas

A major new data center campus is in the works for West Memphis, Arkansas, with local reports indicating that tech giant Google could be the driving force behind the development.
According to coverage by local outlets KARK and WREG, city officials are collaborating closely with a Fortune 100 company regarding infrastructure improvements and incentive packages designed to support the project.

A spokesperson for the city confirmed the partner as Groot LLC. The West Memphis City Council recently approved several agreements with Groot LLC, including a significant $10 billion payment-in-lieu-of-taxes (PILOT) deal to facilitate the project.
“We’re excited to be working with a Fortune 100 company on a project that will bring high-paying jobs, cutting-edge infrastructure, and long-term growth to West Memphis,” Mayor Marco McClendon said in a statement to WREG.
Groot LLC has formally submitted plans for what is being called Project Pyramid — a sprawling five-building data center campus — to the U.S. Army Corps of Engineers for environmental review and approval.
The development will occupy a 1,178-acre site located on the south side of Bollinger Road in West Memphis, within Crittenden County, positioned just south of the Coca-Cola Consolidated bottling facility.
Approximately 580 acres of this land will contain the bulk of the campus, which is planned to include five expansive data center buildings alongside an on-site electrical substation. Entergy Arkansas is slated to provide power to the facility. The land was reportedly acquired by Groot in November 2024.
Industry reports, including those from BizJournal, cite multiple sources linking Google as the hyperscale cloud provider behind Groot LLC. However, Google has not yet publicly confirmed their involvement.
This is not the first indication of such a project in West Memphis. Last year, local media noted that Spark Innovations LLC, an affiliate linked to the endeavor, had plans for a roughly $3 billion investment targeting the Bollinger Road area.
If realized, Project Pyramid would represent one of the largest data center investments in Arkansas history, promising to bolster local employment opportunities, advance technological infrastructure, and elevate the region’s profile in the data center sector.
City officials are optimistic about the economic impact. “This development is a game-changer for West Memphis and the broader region,” said a city economic development official. “The scale of this project means substantial construction jobs initially and high-tech, long-term employment once operational.”
The environmental review process by the Army Corps of Engineers is underway, with community stakeholders awaiting further details on construction timelines and operational specifics.
