Growing investment in large-scale energy and industrial developments continues to drive demand for program management expertise, with long-term framework agreements becoming an important procurement strategy for major asset owners. Fluor's latest agreement with Aramco expands opportunities to support future capital projects across multiple sectors through an established consulting framework.
Fluor Corporation has entered into a Long-Term Agreement with Saudi Arabian energy company Aramco after being selected as a Program Management Consultancy contractor for the company's global capital projects portfolio.
The agreement establishes a framework through which Fluor may provide services for future projects as they advance through planning, engineering and execution. The arrangement is intended to streamline project delivery by enabling access to the company's international engineering resources, regional workforce and digital project management capabilities.
The agreement encompasses a wide range of professional services that may be used across Aramco's future developments. Potential assignments include pre-front-end engineering and design (pre-FEED), front-end engineering and design (FEED), detailed engineering, project management, procurement oversight, construction management and overall program execution.
The framework is expected to support projects spanning upstream oil and gas operations, downstream processing, petrochemical facilities and infrastructure developments.
Fluor has maintained operations in Saudi Arabia for more than eight decades and has participated in multiple energy and industrial projects throughout the Kingdom, including work for Aramco.
For engineering, procurement and construction firms, long-term program management agreements provide a structured pathway to compete for multiple capital projects without requiring separate procurement processes for every assignment. For owners and developers, these frameworks can improve project consistency, accelerate mobilization and provide access to experienced delivery teams across complex energy and infrastructure programs.
