
Modernizing aging electrical infrastructure is becoming increasingly important as utilities address reliability requirements and rising electricity demand. Graham Construction has been awarded work to upgrade BC Hydro's Newell Substation in Burnaby, British Columbia, with construction extending into early 2028.
The Newell Substation was originally built during the 1940s and 1950s and serves about 59,000 residents in southern Burnaby while supporting the broader regional power network.
Graham's scope includes construction of a new feeder building, including foundations, structural work, exterior enclosure and interior construction. The building will also receive mechanical, electrical, plumbing, HVAC, fire protection and structural steel systems, along with raised flooring in the control room.
Site improvements will include modifications to the ground grid, new duct banks and manholes, stormwater and sanitary systems, lift stations, final grading and access roads.
The project also presents several construction challenges within the active substation environment. Graham will construct a slab directly above an existing ductbank that requires temporary support during concrete placement. Groundwater and localized contaminated soils will also require management during construction.
Construction began during summer 2026, with completion scheduled for early 2028. The work is being performed within an operating, energized substation environment.
The upgrade is intended to replace aging outdoor equipment, address safety concerns associated with older infrastructure and improve electrical system reliability. The project also supports increasing community electricity requirements and the broader transition toward cleaner electricity.
Utility owners continue to invest in substation and transmission infrastructure as electrical systems accommodate changing demand and aging assets. Projects in active substations require specialized sequencing, temporary works, environmental controls and coordination around energized equipment.
For construction owners and contractors, the Newell project illustrates the specialized civil, structural, mechanical and electrical coordination required when upgrading existing power infrastructure while maintaining network operations.
