Large-scale multifamily developments continue to reshape urban infill districts across Virginia as developers pursue higher-density residential projects with integrated retail and public amenities. In Richmond’s Scott’s Addition neighborhood, Capital Square’s Chasen development has been recognized in a statewide construction and real estate awards program focused on notable building projects across the Commonwealth.

The Chasen development, located on West Marshall Street in Richmond, received recognition in a 2026 Virginia real estate and construction awards program that evaluated projects based on design, execution and community impact. The mixed-use project delivered 352 apartment units across three connected six- and seven-story residential buildings on a 2.45-acre site.

Urban Infill Development Scope

Chasen represents one of the larger multifamily developments completed in Scott’s Addition, an area that has experienced sustained adaptive reuse and residential construction activity in recent years. The project incorporates more than 5,270 square feet of street-level retail space along with a publicly accessible pocket park integrated into the development footprint.

Project amenities include fitness and wellness spaces, coworking areas, rooftop gathering space and recreational features intended to support high-density urban residential occupancy. The development also includes a rotating art gallery program created in partnership with Virginia Commonwealth University’s arts program.

Hourigan Construction served as general contractor for the project team. Design and consulting partners included Poole & Poole Architecture, Timmons Group, ENV and Marvel Designs.

Construction and Economic Activity

Construction of the multifamily development generated regional economic activity during the buildout period, including construction employment and related tax revenue impacts tied to labor and project spending.

Scott’s Addition has remained one of Richmond’s most active mixed-use and multifamily development corridors as developers continue converting former industrial properties and underutilized urban parcels into residential and commercial space. Mid-rise apartment construction, structured parking integration and ground-floor retail components have become increasingly common across the district.

The project is scheduled to be formally recognized at an awards event in Midlothian later this summer.
