Pennsylvania Landfill Seeks Expansion, Permit Modification

LACKAWANNA COUNTY, Pa. — Environmental & Recycling Services Inc. (ERSI) has formally applied for a permit modification to move forward with a planned expansion and redesign of its Construction and Demolition (C&D) Landfill in Lackawanna County.

The proposed redesign covers the landfill’s 51-acre Phase IV Expansion and builds on the permit renewal originally issued Oct. 13, 2021. According to ERSI’s application, the redesign calls for enhanced protective liner systems and upgrades to the leachate collection system, along with several key site improvements.
Among those improvements are the creation of a new stormwater management basin to help control runoff and the reconstruction of sections of the site’s main access road. Importantly, ERSI notes that the request does not seek to expand the overall permit area, increase the landfill’s waste volume capacity, or change the waste types allowed.
While the facility has not actively disposed of C&D waste onsite since 2007, it has continued limited operations by processing small amounts and transporting the remainder to another disposal site. The Pennsylvania Department of Environmental Protection (DEP) confirmed that ERSI’s application, submitted June 3 and deemed administratively complete on June 5, will now undergo detailed review.

DEP emphasized that strict oversight will remain in place throughout the review and potential expansion. Inspectors will conduct regular and unannounced site visits and carefully review ERSI’s reports on daily intake levels and leachate management. These measures, DEP said, are aimed at ensuring compliance with environmental regulations and minimizing potential issues such as odor, fugitive dust, and litter.
In line with its public engagement requirements, DEP will hold a public meeting on Aug. 28, followed by a hearing to accept community feedback and address questions about the landfill’s proposed modifications.
ERSI’s request comes at a time when construction and demolition debris management remains a growing concern across Pennsylvania. State officials and community members alike continue to weigh the balance between meeting disposal needs and ensuring strong safeguards for public health and the environment.
