
Turner JV to Deliver $700M Memphis Airport Overhaul
Memphis International Airport is set for a transformational upgrade as Turner Construction and its joint venture partners, Ardmore-Roderick and Chris Woods Construction, take on a $700 million modernization program.

The collaboration — called the TAC Team — will expand and modernize the airport’s main terminal, implement seismic safety upgrades, and redesign infrastructure to improve the passenger experience while preserving the airport’s mid-century modern architecture.
“This project represents a once-in-a-generation investment in Memphis International, ensuring that the facility not only meets modern seismic standards but also enhances comfort, efficiency, and resilience for travelers,” the team said in its July 30 release.
Seismic & Structural Upgrades
One of the project’s early milestones involves filling the underground transit tunnel with cellular concrete, a lightweight but durable material designed to withstand seismic activity. That work is on track to finish this month. At the same time, demolition crews have begun tearing down Concourse A, making way for a reconfigured terminal.
Passenger Flow & Amenities
The modernization effort will include:
- Expanded ticketing and baggage areas for smoother check-in and luggage handling.
- A relocated TSA checkpoint with more space and efficiency for security screening.
- New escalators and stairs to improve passenger circulation and wayfinding.
- Upgrades to parking and ground transportation systems, including a new commercial drive and transportation lane.
The project also calls for a new administration building and a checked baggage inspection system, both of which are currently in design. Construction on those elements is expected to begin this fall.
Economic & Community Impact

As Memphis’ largest airport improvement in decades, the project is expected to create hundreds of local construction jobs and deliver long-term economic benefits to the region. Airport officials note that improving seismic resilience is particularly important for Memphis, which lies near the New Madrid Seismic Zone.
“Strengthening our airport infrastructure isn’t just about compliance — it’s about ensuring Memphis remains a competitive hub for passengers and cargo for decades to come,” airport leaders said.
A Record Backlog for Turner
The Memphis contract adds to Turner’s growing project pipeline. Earlier this month, the firm announced it had reached a record $39 billion backlog in the first half of 2025, cementing its position as the nation’s top contractor by revenue.
Completion Timeline
The full modernization is slated to wrap up by 2030, continuing the momentum from the 2022 concourse upgrade and positioning Memphis International for the future of air travel.
