
Virginia transportation agencies will advance billions of dollars in infrastructure work over the next six years following approval of a statewide capital program covering highway, bridge, rail and transit improvements.
The Commonwealth Transportation Board approved the fiscal year 2027-2032 Six-Year Improvement Program for the Virginia Department of Transportation and the Department of Rail and Public Transportation. The plan authorizes approximately $28.5 billion in transportation investments beginning July 1, 2026.
The funding package supports more than 4,300 transportation projects across the commonwealth, including roadway upgrades, bridge rehabilitation, freight and passenger rail initiatives, transit programs and multimodal transportation improvements.
The approved program includes significant allocations for bridge preservation, pavement rehabilitation and regional transportation construction.
Virginia set aside approximately $500 million through the State of Good Repair Bridge Program to improve 43 bridges maintained by VDOT and local governments. Another $78 million was allocated for pavement improvements under the State of Good Repair Paving Program.
The transportation package also includes:
VDOT’s FY 2027 budget totals approximately $9 billion, including $2.8 billion dedicated to construction activities and $2.5 billion for highway maintenance and operations.
Additional transportation funding includes $1 billion earmarked for projects in Northern Virginia, Hampton Roads and Central Virginia regional programs.
Transit and rail programs account for a substantial portion of the state’s transportation spending plan.
The Six-Year Improvement Program allocates approximately $930 million for public transportation initiatives, including transit operations, capital expenditures, paratransit services and support for regional transportation systems such as the Virginia Railway Express and Washington Metropolitan Area Transit Authority.
The Department of Rail and Public Transportation budget for FY 2027 exceeds $1.1 billion. Of that amount, approximately $930.8 million is directed to transit services, while $37.7 million supports rail-related programs and projects.
An additional $181.1 million was allocated to the Virginia Passenger Rail Authority.
The program also includes nearly $20 million in state funding for freight rail and rail planning initiatives.
For contractors, engineering firms and transportation owners, the approved Six-Year Improvement Program establishes a long-term pipeline of publicly funded infrastructure work across multiple delivery sectors.
The program reflects continued investment in state of good repair initiatives, multimodal transportation infrastructure and regionally focused mobility improvements. The scale of planned construction and maintenance activity is expected to generate ongoing procurement opportunities tied to bridge rehabilitation, highway upgrades, transit systems and rail infrastructure throughout Virginia.
