
WEST SACRAMENTO, Calif. — The skyline along West Sacramento’s riverfront is rapidly changing as cranes, steel, and concrete reshape the city’s Bridge District. Key projects, including Pierside, are advancing, signaling a new era for this waterfront community.

Pierside, developed by Fulcrum Property, is among the district’s most ambitious undertakings. The mixed-use development features over 260 apartments and townhomes atop two levels of parking. A separate five-story building will house a fitness center, pool overlooking the river, ground-floor retail, and upper-floor offices intended for Fulcrum and Brown Construction.
“These things don’t happen overnight,” said Randy Koss, President of Fulcrum. He emphasized the company’s approach of targeting “aspirational projects” to set a high standard for the district. “Everybody deserves to have a resort-style pool, fitness on the river and on the waterfront,” Koss added.
Construction is progressing swiftly. Darrin Henry, vice president of construction operations at Brown Construction, said, “This project is flying.” Highlighting the team’s longstanding connection to West Sacramento, he noted, “We are growing our home. We are building our home, and a lot of them are going to be a part of building this structure.”
The Bridge District’s development extends beyond Pierside. West Gateway Place II, a 60-unit affordable housing project, is underway, while the 195-unit Grand Street Apartments await groundbreaking. A new life science campus near Pierside is also moving forward, and the River One hotel and condo project near Tower Bridge inches toward construction.
Koss envisions a vibrant waterfront destination with public spaces, restaurants, music, and interactive fountains. “Imagine six to ten restaurants on the river around a plaza where you have music, interactive fountains, farmers markets, that really doesn’t exist in the region,” he said. The city plans to complete the riverfront plaza near Drake’s: The Barn within the next decade.
Developers hope to capitalize on the energy brought by the A’s while they play temporarily at Sutter Health Park. Henry emphasized the unique appeal of the location: “I don't think that there's a better view. If you were sitting on the Sacramento side, you’d be wishing that you were sitting over here looking back at it.”
Construction timelines are moving steadily, with the office portion of Pierside expected to finish by late March or early April, and apartments slated for completion by November 2026.
