Tutor Perini Secures $651.8 Million Naval Base Guam Contract for Power Infrastructure Upgrades

Tutor Perini Corp. has been awarded a $651.8 million federal contract to strengthen and modernize electrical infrastructure at Naval Base Guam, adding another major military project to the contractor's growing backlog and underscoring continued federal investment in strategic Pacific defense installations.

The project was awarded by the Naval Facilities Engineering Systems Command (NAVFAC) Pacific under the agency's Facilities and Infrastructure Multiple Award Construction Contract program. The work, known as Project P-1181, Harden Critical Feeders on Naval Base Guam, is designed to improve the resiliency and reliability of the installation's electrical system.

The contract will be executed through a joint venture involving Tutor Perini and its Guam-based subsidiary, Black Construction Corp.

Underground Electrical Upgrades Planned

The project calls for replacing existing overhead electrical distribution systems with underground circuit conductors housed in concrete-encased duct banks across Naval Base Guam. The improvements are intended to protect critical power infrastructure and improve service reliability for military facilities throughout the installation.

According to the company, design activities are scheduled to begin in August 2026, with construction expected to start in April 2027. Substantial completion is anticipated in June 2031.

The award will be added to Tutor Perini's backlog during the second quarter of 2026, further strengthening the company's portfolio of large-scale government and infrastructure projects.

The Pacific Deterrence Initiative has generated billions of dollars in defense-related construction work, creating opportunities for contractors specializing in civil infrastructure, utilities, and military facilities.

Power resilience projects have become increasingly important for military installations, particularly in areas vulnerable to severe weather events and other disruptions that could affect mission readiness. Underground utility systems and hardened infrastructure are frequently incorporated into modernization programs to improve reliability and reduce operational risks.
