The honor, awarded by the Bay Area Business Times, acknowledges Cohen’s leadership of United Contractors (UCON), a major construction trade association representing more than 800 union-signatory firms across California.

Based in San Ramon, California, UCON plays a key role in advocating for heavy civil contractors and shaping infrastructure development across the state. Under Cohen’s leadership, the organization has expanded its political reach and strengthened its influence in Sacramento and beyond.

“Emily is bold, energized, and deeply committed to the success of the industry and the people behind it,” said Alan Guy, president and CEO of Anvil Builders and president of UCON’s board of directors. “Her ability to drive results, build relationships, and inspire others is exactly why the Bay Area Business Times has recognized her as one of the most influential women in the Bay Area.”

Leadership Driving Industry Impact

Cohen has played a significant role in advancing California’s construction sector throughout her career. Her efforts have helped secure billions of dollars in infrastructure investment while supporting policy reforms aimed at strengthening the industry.

She has also focused on building coalitions among contractors, policymakers and stakeholders, ensuring that union contractors maintain a strong voice in legislative and regulatory decisions.

Under her direction, UCON has continued to advocate for its members, emphasizing workforce development, labor relations and long-term industry growth. The association represents contractors involved in building critical infrastructure such as highways, bridges, water systems, schools and hospitals.

“Over the course of her career, Cohen has played a central role in shaping California’s construction landscape, helping secure billions in infrastructure investment, advancing critical policy reforms, building broad coalitions, and significantly expanding UCON’s political footprint and member impact,” the organization said in a statement.

Recognition Reflects Broader Industry Influence

Cohen said the recognition reflects the collective efforts of the contractors and workers represented by UCON rather than her individual achievements.

“I’m incredibly honored by this recognition,” Cohen said. “But more than the award, I’m honored to represent our contractors and the men and women building and maintaining California’s essential infrastructure. It’s a privilege to lead UCON alongside our incredible team and our membership as we help shape the future of this industry.”

United Contractors, founded in 1970, represents more than 40,000 workers across California’s construction industry. The association provides support through labor relations, government advocacy and leadership development programs aimed at strengthening the next generation of industry professionals.

Cohen is scheduled to be formally recognized at the Bay Area Business Times awards gala on May 7.
