Affordable housing development in Quebec is set to receive additional capacity through a modular construction project planned for Saint-Hyacinthe. The Place Papineau development will add 72 units for individuals, families and independent seniors, using off-site manufacturing to support construction planning and delivery.
Magil Construction has been awarded the design-build contract by Habitations Maska for the Place Papineau project. The company will work in consortium with Tisseur, with Les Industries Bonneville contributing its modular manufacturing capabilities.
Located in the Avenue Raymond area, the development will consist of two 36-unit buildings with a combined floor area of approximately 5,000 square metres. The project is being delivered under the Government of Quebec's Programme d'habitation abordable Québec, administered by the Société d'habitation du Québec.
The housing is intended to serve a range of residents, including individuals, families and independent seniors, adding to the local affordable housing supply.
The project will rely primarily on volumetric modules manufactured at Bonneville's facility before being transported to the site for assembly and connection. The approach combines factory-based production, standardized components and coordinated on-site work.
The project team expects the prefabrication strategy to support construction efficiency and consistent workmanship. Magil and Tisseur will contribute design-build and construction coordination expertise, while Bonneville will provide modular manufacturing capabilities.
Preconstruction began in late spring 2026, with activities including planning, building information modelling coordination and procurement. Construction is scheduled to start in November 2026, with final delivery targeted for fall 2027.
Place Papineau adds to Quebec's affordable housing pipeline while demonstrating the use of volumetric modular construction in multi-unit residential development. Manufacturing building modules off site can shift portions of the construction process into a controlled facility, while requiring careful coordination of design, procurement, transportation and site assembly.
The project brings together a public affordable housing programme and a consortium combining design-build delivery with modular manufacturing to expand housing options in Saint-Hyacinthe.
