
A joint venture led by Trumbull, Fay, S&B Construction, and Wagman Heavy Civil will tackle the Long Bridge overhaul, aimed at easing one of the East Coast’s biggest rail bottlenecks.
The Virginia Passenger Rail Authority (VPRA) has selected Long Bridge Rail Partners, a joint venture composed of Pittsburgh’s Trumbull, S&B Construction, Fay, and York, PA’s Wagman Heavy Civil, as the design-build partner for the Long Bridge Project-South Package, as announced in a January 16 news release. The design leader for the South Package is STV, an engineering firm based in New York City.
This $2.3 billion project will separate passenger and freight traffic along the 1.8-mile corridor between Washington, D.C., and Arlington, Virginia, addressing one of the largest rail traffic bottlenecks on the East Coast. The project is a cornerstone of Virginia's larger Transforming Rail initiative and a key milestone for the second phase of the Virginia Railway Express (VRE) expansion.
“The selection of Long Bridge Rail Partners completes the team that will build the largest of our Transforming Rail in Virginia projects, which will significantly change the way Virginians travel,” said DJ Stadtler, VPRA's executive director.
The South Package involves the construction of a new two-track railroad bridge and a bicycle-pedestrian bridge over the George Washington Memorial Parkway and Potomac River. Other work includes new retaining walls, embankments, and a fender system in the Potomac River’s navigational channel.
The team will finalize the design and incorporate “innovative alternative technical concepts” as part of the project. Heavy construction for the South Package is expected to begin in fall 2026, with completion projected for 2030.
