Balfour Beatty Names Bill Motherway VP of Risk for U.S. Infrastructure

DALLAS—Balfour Beatty has appointed William “Bill” Motherway as vice president of Risk for its U.S. Infrastructure operations, further strengthening the company’s commitment to safety, compliance, and long-term operational resilience.

Motherway brings more than 30 years of extensive experience in legal, compliance, and enterprise risk management across both the public and private sectors. In his new role, he will oversee the implementation of Balfour Beatty’s enterprise risk management framework, providing leadership in identifying, assessing, and mitigating operational, regulatory, and strategic risks.
His responsibilities will also include developing fraud risk assessments, reviewing internal controls, and ensuring compliance with Balfour Beatty’s internal governance framework. By aligning risk oversight with the company’s Zero Harm safety initiatives, Motherway is expected to play a key role in advancing both safety culture and operational excellence.

Motherway’s career has included executive leadership positions where he managed corporate litigation, founded and directed captive insurance companies, and developed enterprise-wide risk strategies. He also served as Risk Manager and Ethics & Compliance Officer for Sarasota County Government and has held senior legal posts in both government and corporate environments.

He is a Certified Compliance & Ethics Professional (CCEP), a licensed Property/Casualty Broker in 49 states, and a member of both the Florida and New York State Bars.
