
Borror Development and the Catholic Diocese of Columbus are continuing a longstanding partnership focused on affordable senior housing, with the relationship now supporting the development of Seton Square Portsmouth in West Portsmouth, Ohio.
The partnership dates back more than five decades and has evolved from affordable senior housing development and property management into a broader collaboration covering development, operations, maintenance planning, financial reporting and regulatory requirements.
Seton Square Portsmouth is a three-story, 57-unit affordable senior housing community designed for residents age 62 and older. The project is being developed by Borror in partnership with Seton Development, an affiliate of the Catholic Diocese of Columbus.
The community is being developed on the site of a former Catholic church in West Portsmouth. The project includes one-bedroom apartments along with a community room, fitness center, library and game room, laundry facilities, an outdoor courtyard, community garden and walking path. On-site management and social services are also planned.
The project has an estimated total development cost of approximately $13.9 million. Funding includes HUD Section 202 support, Ohio Housing Finance Agency assistance, housing investment capital and philanthropic funding. Construction began in late 2025, with the community expected to open in early 2027.
The project is intended to serve households earning at or below approximately 50% of the area median income, with at least one household member age 62 or older. Borror said demand has been strong, with approximately 130 people already on the interest list for the 57 planned apartments.
A potential second phase could add another 57 units, although the expansion remains subject to funding and program approvals.
The project illustrates how developers, nonprofit organizations and public financing programs can combine resources to address shortages of affordable housing for older adults. Ohio Housing Finance Agency previously approved a $2 million Housing Development Loan and authorization for up to $11 million in multifamily housing bonds for Seton Square of Portsmouth.
For construction and development stakeholders, Seton Square Portsmouth also demonstrates the importance of integrating long-term property management and resident needs into affordable housing development from the planning stage through operations.
