Growing demand for technically complex manufacturing facilities is increasing the need for construction expertise to be integrated earlier into project planning. Burns & McDonnell is strengthening its California life sciences leadership with the appointment of Shane Flanagan as Consumer Products & Life Sciences Construction Department Manager.
Based in Brea, California, Flanagan will lead the company’s Life Sciences & Technology team across the state, supporting projects serving pharmaceutical, biotechnology, animal health and medical device clients.
Flanagan’s responsibilities will cover multiple phases of facility development, including capital planning, site evaluation, design, construction, commissioning and startup. The position is intended to bring construction considerations into projects during the early planning stages.
The work will include manufacturing facilities subject to current good manufacturing practice requirements. Projects may involve modernization of existing plants, expansion of operating facilities and development of new greenfield sites.
For owners developing regulated manufacturing space, project planning must account for technical requirements alongside cost, schedule, quality and compliance considerations. Burns & McDonnell said Flanagan’s team will address those factors through coordination among planning, architecture, engineering and construction disciplines.
Flanagan has 15 years of experience managing multidisciplinary teams on pharmaceutical, biotechnology and advanced manufacturing programs. His background includes responsibility for safety, cost, schedule, quality and client delivery.
The appointment adds construction leadership to Burns & McDonnell’s California life sciences operations as pharmaceutical and advanced manufacturing projects require coordination across specialized design, engineering and construction disciplines.
Burns & McDonnell operates more than 75 offices globally and provides engineering, architecture and construction services. The organization was founded in 1898 and is employee-owned.
The appointment gives California life sciences owners dedicated construction leadership across the project life cycle, from early capital planning through facility startup. For developers and project teams working on regulated manufacturing facilities, integrating constructability and cost considerations during early planning can influence project design, scheduling and delivery.
