Caltrans Engineer Fatally Struck by Truck at Contra Costa County Highway 4 Site

A tragic accident at a Highway 4 construction site in Contra Costa County claimed the life of a 39-year-old Caltrans engineer on Thursday, according to an announcement from Gov. Gavin Newsom’s office.

The engineer, Mahdi Khorram, was struck by an asphalt truck in a section of the highway that had been closed for construction activity. Khorram was assigned to the project as a construction inspector working out of Caltrans’ District 4 office in Concord, state officials confirmed.

"An employee since 2023, Mahdi was a dedicated public servant committed to making our roads safer for all Californians," Gov. Newsom said in a statement. "We extend our deepest sympathies to his family, friends and colleagues mourning this terrible tragedy."

Khorram is survived by his wife and their 3-year-old child. In his honor, flags at the state Capitol will be flown at half-staff, a gesture meant to recognize his service and sacrifice.

Safety Concerns Highlighted

The incident underscores the risks faced by construction and inspection personnel working on active highways, where large machinery and live traffic create constant hazards. Caltrans has not yet released details about what led to the accident, and investigations into the circumstances are ongoing.

Colleagues described Khorram as committed, hardworking, and deeply invested in public service. His passing marks a painful reminder of the dangers roadway workers face daily while working to improve infrastructure.

Gov. Newsom’s office emphasized that Khorram’s role was essential to ensuring projects meet both safety and quality standards. Beyond technical expertise, inspectors like Khorram act as guardians of the public’s trust in highway improvements.

"This loss affects not just his family and colleagues, but every Californian who relies on the work of Caltrans to keep our roads safe and functional," the governor’s office said.

The accident has also renewed calls for increased protections and awareness for highway workers, reminding drivers to slow down and remain alert in construction zones.

As the investigation continues, Caltrans and state leaders are expected to review safety protocols and provide additional support for Khorram’s family and team.
