Casper Approves Rezoning for East Collins Drive Demolition and New Build

CASPER, Wyo. — A local businessman will soon move forward with plans to tear down a vacant building and construct a new service shop after the Casper City Council approved a rezoning request Tuesday night.

The lot, located at 711 East Collins Drive, currently holds an empty structure and is zoned General Business. Letz’s Appliance, the local business directly west of the site, plans to demolish the existing building and build a new service shop or warehouse on the site, which required a zoning update to Highway Business.

“In order to do this, a zone change is necessary,” city manager Carter Napier explained to the council during the meeting.

The proposal fits the surrounding area, which is almost entirely commercial except for one adjacent property to the east.

According to the Casper Planning Division, a public hearing on June 12 brought no public opposition or comments, and the planning report recommended approval.

The city says the project aligns with the goal of revitalizing underused properties and boosting local business operations along East Collins Drive, a key corridor for small commercial and industrial uses.

Once the old building is cleared, the new shop is expected to offer additional space for equipment, storage, and repairs. Local leaders say the project could help keep business in Casper and create jobs for local contractors during construction.

Additional details about the construction timeline were not immediately provided, but city staff say permits for demolition and new building work will be reviewed in the coming weeks.

Letz’s Appliance has operated in Casper for years and plans to expand services once the new facility is complete.
