KELOWNA, British Columbia — Clark Builders, a division of Turner Construction Company, has officially broken ground on the new Glenmore Protective Services Campus, a state-of-the-art facility designed to improve emergency response times and strengthen public safety for the growing Kelowna community.
The new campus will bring together the Kelowna Fire Department’s Glenmore Fire Station No. 5 and Central Okanagan Search and Rescue (COSAR) under one roof, creating an integrated hub for emergency preparedness, coordination, and training. The project, delivered through an Integrated Project Delivery (IPD) model, reflects the City of Kelowna’s commitment to building resilient and future-ready public infrastructure.

The new Glenmore Fire Station No. 5 is strategically located near key growth areas — including residential neighborhoods, the University of British Columbia Okanagan, and Kelowna International Airport — to provide improved coverage for both urban and suburban zones. Its design prioritizes speed, efficiency, and adaptability, helping first responders reach emergency scenes faster and more effectively.
In addition to housing operational units, the campus will feature advanced alerting systems, modern training facilities, and spaces for live-fire and rescue simulations, enabling emergency personnel to conduct realistic practice drills and joint exercises. These features are expected to significantly enhance coordination between fire, search, and rescue teams during high-pressure situations.
The facility also aims to meet long-term sustainability goals, incorporating energy-efficient building materials and systems that align with Kelowna’s climate resilience and carbon reduction initiatives.
