  • Approximately 60 employees will join the company’s Florida operations.
  • The acquisition includes a rail-served, permitted hot-mix asphalt plant site in Bunnell.
  • The deal expands C.W. Roberts Contracting’s presence along Florida’s Interstate 95 corridor.

Construction Partners has expanded its civil infrastructure capabilities in northeast and central Florida through an acquisition that adds site development, underground utility construction and potential asphalt production capacity to its regional operations.

The Dothan, Alabama-based company announced on October 19, 2026, that it had completed the acquisition of S.E. Cline Construction. The Palm Coast-based business serves public and private projects throughout northeast and central Florida. Its operations will become part of Construction Partners’ Florida platform, C.W. Roberts Contracting.

Acquisition Adds Sitework and Utility Capabilities

Cline Construction specialises in commercial site development and underground utility construction, complementing C.W. Roberts Contracting’s existing asphalt paving and construction operations in the greater Daytona Beach market.

The acquired operations include approximately 60 employees, expanding the workforce available to support infrastructure and development projects across the region.

The acquisition follows Construction Partners’ purchase of P&S Paving in Daytona Beach in 2025. Together, the transactions support the company’s expansion along Florida’s Interstate 95 corridor, where it serves public infrastructure customers and private-sector developers.

Bunnell Site Adds Potential Asphalt Capacity

The transaction also includes a rail-served, permitted hot-mix asphalt plant site in nearby Bunnell, Florida. Construction Partners identified the property as an opportunity for future vertical integration and organic growth.

The site could complement the company’s existing network of asphalt plants, aggregate facilities and liquid asphalt terminals. These assets support its roadway construction, repair and maintenance work across Sunbelt markets.

Construction Partners operates in Alabama, Florida, Georgia, North Carolina, Oklahoma, South Carolina, Tennessee and Texas. Its projects include local and state roads, interstate highways, airport runways and bridges, alongside private-sector paving and sitework for commercial, industrial and residential developments.

Regional Implications for Contractors and Developers

The acquisition brings site preparation, underground utilities and paving capabilities under a broader regional operating platform. For developers and public-sector customers, that combination can provide access to multiple civil construction services through the same organisation, although specific project arrangements will depend on individual contracts.

The Bunnell property also gives Construction Partners an additional potential production asset as it develops its Florida operations. The company has not disclosed a timeline for developing or operating the asphalt plant site.
