DOTHAN, Ala. — October 20, 2025 (PRNewswire) — Construction Partners, Inc. (NASDAQ: ROAD) (“CPI”), a leading civil infrastructure company specializing in roadway construction and maintenance across the Sunbelt, has announced its acquisition of P&S Paving, Inc., a Daytona Beach-based contractor serving northeast and central Florida.

The move marks a major strategic expansion for CPI, strengthening its presence along Florida’s east coast — one of the fastest-growing regions in the state. P&S Paving operates two hot-mix asphalt plants and provides a full suite of paving, sitework, and utility services. The newly acquired operations will be integrated into CPI’s Florida platform company, C.W. Roberts Contracting, Incorporated (CWR), which already has an extensive footprint throughout the state.
CPI President and CEO Fred J. (Jule) Smith, III said,
“This transaction expands our footprint into several markets and enhances our ability to deliver asphalt and infrastructure services throughout the east coast of Florida, a rapidly growing portion of the state. The addition of P&S's plants, crews and equipment immediately provide us with a foothold in the high-growth Interstate 95 corridor, where we have identified strong public and private infrastructure demand and opportunities for future acquisitive and organic growth. We appreciate the stewardship of former owner Tim Phillips, whose commitment to the business and to his team has cultivated a strong organizational culture and reputation in the Florida infrastructure community. We are also pleased to welcome Curtis Long and his team to lead the acquired operations going forward. Their intimate understanding of the local market, relationships with customers, and operational expertise will be invaluable during the integration process. From our first encounter with P&S, we have been impressed by the alignment in values, work ethic, and customer focus between our respective organizations, and we believe this fit will facilitate a smooth transition and stronger combined business.”

The acquisition underscores CPI’s long-term strategy to build a vertically integrated network of operations across the Sunbelt region, enhancing efficiency and responsiveness to both public and private clients. With the addition of P&S Paving, CPI gains immediate access to projects along the Interstate 95 corridor, an area experiencing major population growth, infrastructure upgrades, and private development.
The company’s expansion into Daytona Beach not only supports regional transportation goals but also strengthens CPI’s capacity to deliver large-scale roadway, airport, and municipal projects. Industry analysts note that the Florida east coast market represents a critical growth frontier for infrastructure contractors, driven by state and federal investments in transportation and resiliency projects.
CPI continues to emphasize acquisitions that reinforce its local-market model — leveraging strong regional leadership while integrating operational excellence and financial discipline. The company’s integration of P&S Paving aligns with this philosophy, ensuring local relationships remain central while expanding resource capacity and service reach.
Founded on a model of vertical integration, Construction Partners, Inc. operates throughout Alabama, Florida, Georgia, North Carolina, Oklahoma, South Carolina, Tennessee, and Texas. Its operations include hot-mix asphalt plants, aggregate facilities, and liquid asphalt terminals, enabling end-to-end control of materials and production. CPI’s projects range from public roadways and airport runways to private industrial and commercial developments, with the majority of revenue derived from publicly funded work.
The acquisition of P&S Paving follows a series of strategic growth initiatives as CPI continues to capitalize on record public infrastructure funding and rising demand for transportation and site development services across the southern U.S.
