The U.S. Department of Homeland Security (DHS) announced a major step forward in the completion of President Donald Trump’s border wall, selecting Parsons Government Services Inc. to oversee and manage construction.

The move follows what DHS described as an “extremely competitive bidding process” involving dozens of companies. The partnership is formalized through a newly announced owner’s agent contract dated February 17, 2026.
Officials say the agreement is intended to streamline project management, improve coordination and accelerate construction timelines.
DHS leadership framed the announcement as part of a broader border security strategy under Donald Trump.
“With President Trump back in office, we have delivered the most secure border in American history – and we did so in the immediate aftermath of the worst border crisis in history that came from four years of Joe Biden’s disastrous open-borders policy. This administration understood that we needed to hit the ground running and produce results right away, and that’s what we did,” said Assistant Secretary Tricia McLaughlin. “For the last nine months in a row, Border Patrol has released zero illegal aliens into the interior of the country, while CBP recorded the lowest total number of encounters in the agency’s history in 2025. Now, we’re ready to move forward with completing President Trump’s border wall. We’re accelerating our efforts by using private sector expertise with the unprecedented level of investment from President Trump’s One Big Beautiful Act."
DHS said the wall completion effort will be funded through the One Big Beautiful Bill Border Wall funds, which the agency noted are not impacted by government shutdowns.
According to DHS, President Trump’s One Big Beautiful Bill Act provides $46.5 billion to complete the border wall — described by the department as the largest border security investment in a generation.
The funding package includes:
DHS said Parsons will bring infrastructure oversight expertise to help ensure construction remains on time and under budget, while managing taxpayer dollars efficiently.
Under the updated timeline, DHS is aiming to complete the border wall by early 2028. The schedule was recently referenced publicly by Secretary Kristi Noem during an appearance on The Dan Bongino Show.
Parsons, known for managing major infrastructure and defense projects, will serve as the government’s owner’s representative — coordinating contractors, compliance requirements and construction logistics across multiple border sectors.

DHS officials say the wall completion effort is part of a larger border security framework combining physical barriers, surveillance technology and personnel expansion.
Beyond new construction, the funding supports modernization of ports of entry and expanded law enforcement staffing, signaling a comprehensive infrastructure and enforcement approach.
The announcement underscores the administration’s continued emphasis on border security as a central policy priority heading into 2028, with federal officials pledging accelerated construction and enhanced oversight as the project advances.
