After a lengthy review process and key approvals from Union Pacific Railroad, the City of Pocatello has confirmed that construction on the final phase of the Center Street underpass improvement project will begin in January 2026, according to a news release issued Monday.
The long-anticipated infrastructure upgrade, aimed at improving traffic safety and connectivity in the city’s core, had previously been delayed while city officials worked closely with the railroad to navigate complex approval requirements. The underpass, which serves as a critical link between downtown and other parts of the city, has seen multiple phases of construction to address aging infrastructure and modernize pedestrian and vehicle access.
Delay Ensured Proper Review and Coordination
The city emphasized that the postponement was necessary to ensure all regulatory and safety protocols were properly met.

“The announcement comes after the city decided to delay construction following a comprehensive review and required approvals from Union Pacific Railroad,” the city said in the statement.
Union Pacific’s involvement was essential, as the underpass crosses active rail lines. Coordinating timelines, safety standards, and design plans added significant complexity to the project’s schedule.
Community Impact and Final Phase Goals
The final phase will focus on structural enhancements, improved drainage, updated lighting, and better pedestrian access, building on prior work done to improve the aging corridor. City officials say the improvements will result in safer, more efficient passage for both commuters and emergency services.
The project is part of a broader revitalization effort in downtown Pocatello, where infrastructure enhancements are being aligned with business development and pedestrian-friendly planning. Once complete, the underpass is expected to support greater mobility and act as a gateway between neighborhoods.
Continued Communication with the Public
City officials pledged to keep residents informed as the project approaches its next phase. Public meetings and updates will be shared in the months ahead to ensure minimal disruption during construction.
The Center Street underpass is just one of several ongoing capital projects aimed at improving infrastructure in the region. Others include road resurfacing, water system upgrades, and park improvements that are part of the city’s long-term strategic investment in public services.
