A new specialized residential and educational facility in Austin will expand transition-to-independence resources for young adults with hearing disabilities, with Flintco now advancing construction at the Texas School for the Deaf campus.
Texas School for the Deaf (TSD) has broken ground on a new residence hall and classroom expansion supporting its ACCESS program. The project is designed to bring students into a connected residential and learning environment while adding spaces for vocational and daily-living instruction.
The ACCESS program serves TSD students ages 18 to 22 who have completed high school and are preparing for independent living and employment.
The new development will consolidate students who currently live in separate locations around the campus. The apartment-style residence hall will connect with the expanded Kleberg building, creating a combined residential and instructional setting.
The Kleberg expansion will include classrooms, a wood shop, teaching kitchens and shared gathering areas. The facilities are intended to support employment preparation, daily-living skills and other training for students transitioning beyond TSD.
The project incorporates Deaf Space design principles into the built environment. Planning considerations include sightlines, lighting, circulation patterns and gathering spaces that facilitate visual communication and interaction.
Students, educators, staff and Deaf Space consultants participated in the design process, helping shape spaces around the needs of the people who will use them.
The project is being funded with support from the Texas Legislature and the Texas Facilities Commission. Construction will take place on the active TSD campus, requiring sequencing and site coordination to limit disruptions to ongoing school operations.
The ACCESS project demonstrates how institutional construction can combine residential, educational and workforce-development functions within a single campus environment.
For contractors working on active educational facilities, the project also highlights the importance of maintaining campus operations while construction progresses. Flintco will need to coordinate construction activities around students, staff and families while delivering specialized spaces designed around accessibility and visual communication.
The project is expected to take approximately two years, with students targeted to move into the new facilities for the 2028-29 school year.
