New Library Development Advances in East New York

Investment in public library infrastructure is advancing in Brooklyn, New York, with construction underway on a new facility designed to expand educational and cultural services in the East New York community. Gilbane Building is delivering the 25,000-square-foot New Lots Library for Brooklyn Public Library.

The project is being developed on a historically significant site within African Burial Ground Square. A land acknowledgment ceremony involving Gilbane, Brooklyn Public Library and the East New York African Burial Ground Collective recognized the site's history as a burial ground for members of the area's Black community.

The four-story facility is designed by Model of Architecture Serving Society (MASS) and Marble Fairbanks Architects, following community engagement around the library's design and future use.

Mass Timber Design and Community Facilities

A central architectural element draws on the concept of the palaver, a traditional African communal gathering space associated with dialogue and storytelling. The feature will use mass timber and extend through reading rooms, collections areas and meeting spaces.

The library will include dedicated areas for children, teenagers and adults, along with flexible meeting rooms, outdoor reading and reflection spaces, music facilities and exhibition areas.

The development will also accommodate the New Lots Adult Learning Center. Planned educational services include literacy instruction, high school equivalency preparation and citizenship classes. Accessibility improvements are also incorporated into the facility plans.

Public Funding Supports Library Construction

The project is part of Brooklyn Public Library's wider capital investment program to modernize branch facilities and address infrastructure needs across the borough.

Public funding commitments include more than $4.5 million in government grants announced by Brooklyn borough and state officials. The New York State Council on the Arts is providing an additional $5 million in capital project funding, supported by the governor's office and state Legislature.

Why It Matters

The New Lots Library project combines public building investment with educational, cultural and community infrastructure. Its 25,000-square-foot footprint and range of planned facilities will expand access to learning programs, library services and community spaces in East New York.

For construction stakeholders, the development also highlights the application of mass timber in public institutional buildings and the role of community engagement in shaping publicly funded projects on historically significant sites.
