Construction Begins on 228 Affordable Apartments

A $175 million housing development in the Bronx will combine affordable rental units with on-site support services, expanding housing options for low-income households and people transitioning out of homelessness. Gilbane, Strada Development LLC and the Center for Urban Community Services (CUCS) have begun construction of 1920 Turnbull at 1920 Turnbull Avenue in the Castle Hill/Soundview neighbourhood.

The planned 22-story building will contain 228 apartments, including 137 permanent supportive housing units for formerly homeless individuals and families. Completion is anticipated in March 2029.

Gilbane Building will act as general contractor. Gilbane Development will lead the development partnership, alongside Strada Development as co-developer and CUCS as co-developer and service provider. Magnusson Architecture and Planning is the project architect.

The development is intended to provide long-term rental housing alongside facilities supporting residents’ daily needs.

Resident Services and Sustainable Building Features

The building’s planned amenities include a staffed lobby operating around the clock, outdoor recreation space, a fitness room, a community room, bicycle storage and laundry facilities.

CUCS will operate a 3,500-square-foot on-site office offering case management, behavioural health support, benefits assistance, employment services and referrals to community resources. Locating these services within the building is intended to help residents access support while maintaining stable housing.

The project is targeting Passive House and Enterprise Green Communities certifications. Planned features include high-performance insulation, energy-efficient building systems and all-electric heating and cooling.

The development site is also included in New York State’s Brownfield Cleanup Program, with remediation scheduled as part of the construction process.

Second Phase Could Bring Total to 435 Apartments

1920 Turnbull is the first building in a two-phase development plan. The proposed second phase would add 207 affordable apartments, including permanent supportive housing units accounting for 18% of the additional homes. Work on the second building is expected to begin within the next year, subject to city approvals.

Together, the two phases are planned to provide 435 affordable and supportive apartments in the Soundview community.

The first phase received support from public agencies and housing partners, including funding secured through a $3.5 million fiscal 2026 allocation to CUCS. The broader development involves coordination among public-sector bodies, nonprofit service providers, developers and construction teams.

Affordable Housing Delivery in the Bronx

The project adds to New York City’s efforts to develop affordable housing that integrates residential space with services for residents who need ongoing assistance. Its combination of supportive apartments, community amenities and energy-efficiency measures makes the development a multi-component construction undertaking.

For construction owners and developers, 1920 Turnbull illustrates the coordination required to deliver high-density affordable housing while addressing site remediation, sustainability targets and resident service requirements. The proposed second phase also establishes a longer-term development pipeline, although its start remains subject to city approvals.
