
Modernization of aging electrical infrastructure is becoming increasingly important as utilities address reliability, safety and changing power demand. Graham has secured work to upgrade BC Hydro's Newell Substation in Burnaby, British Columbia, extending the construction company's involvement in major utility infrastructure projects in the province.
Originally constructed during the 1940s and 1950s, the Newell Substation serves approximately 59,000 residents in southern Burnaby while supporting the wider regional electricity network.
The project includes construction of a new feeder building with foundations, structural components, reactor bays, exterior enclosure and interior finishes.
Graham will also install mechanical, electrical and plumbing systems, HVAC equipment, fire protection systems, structural steel and raised flooring within the control room.
Site infrastructure work will include modifications to the ground grid, new duct banks and manholes, stormwater and sanitary systems with lift stations, final grading and access roads.
Construction conditions will require additional coordination because portions of the work are located within an active, energized substation environment. A slab will be constructed directly above an existing 2L39 ductbank, requiring temporary support during concrete placement.
The project also includes management of groundwater and localized contaminated soils encountered during construction.
The Newell Substation improvements are intended to replace aging outdoor equipment, address safety concerns associated with older infrastructure and improve electrical system reliability.
The work also supports the electrical network as demand changes and British Columbia continues its transition toward cleaner electricity.
Graham is applying experience from other British Columbia substation and infrastructure projects to the Newell work, including construction experience associated with the Mainwaring Feeder Building.
Construction began during summer 2026, with completion scheduled for early 2028.
For utilities and infrastructure owners, substation modernization requires construction sequencing that accounts for existing electrical assets, operational constraints and site conditions.
The Newell project combines structural, civil, building systems and electrical infrastructure work within an operating utility environment.
