
Granite Construction continues to expand its presence in the Western U.S. water infrastructure market with a major new win in Southern Nevada.

The Watsonville, California-based contractor announced it has been awarded a construction-manager-at-risk contract in partnership with Contri Construction of Las Vegas. Together, under the joint venture Southern Nevada Construction Partners (SNCP), the firms will lead the preconstruction and construction of the Paradise Hills section of the Southern Nevada Water Authority’s (SNWA) ambitious Horizontal Lateral Program. Granite estimates its portion of the contract to be worth $240 million, according to a June 23 press release.
The larger $2.7 billion Horizontal Lateral Program aims to bolster water delivery systems and long-term reliability across the Las Vegas Valley. SNCP’s segment in Henderson includes installation of roughly 22,000 linear feet of 120-inch steel pipeline—part of an effort to secure and expand access to water in the growing region. That work will involve three trenchless crossings under an existing 108-inch waterline, Interstate 11, and Union Pacific Railroad infrastructure.

Contri will take charge of installing the massive pipeline and key related components. The job also includes building a major pumping station capable of handling 65 million gallons per day—though it will initially operate at 35 million gallons per day.
Additional elements of the scope include future-ready connections to Boulder City, Henderson’s Reservoir R-8, and the Horizon Lateral pipeline. On-site improvements will consist of civil grading, desert-friendly landscaping, security measures, flow metering, and high-tech instrumentation and control systems.
Granite, as the joint venture lead, will also handle early-stage site preparation such as clearing and grubbing, structure excavation, concrete construction, access road installation, and demolition and restoration of impacted roadways. The firm will additionally oversee the installation of all pumping station components.
“Through SNCP, we’re delivering a high-value, future-ready water infrastructure solution that supports the long-term needs of Southern Nevada,” said Don Sawyer, Granite area manager.
Preconstruction is scheduled to wrap up by December 2026, with construction commencing in January 2027 and completion expected by January 2030.
This contract further solidifies Granite’s reputation in the water infrastructure sector, following recent wins in California and Arizona. The project is also a significant step in preparing Southern Nevada for both population growth and prolonged drought conditions impacting the Southwest.
