
For more than four decades, the Hispanic American Construction Industry Association (HACIA) has championed equity across Illinois’ construction industry. From policy advocacy to hands-on capacity building, HACIA’s work continues to break down barriers for small and diverse-owned businesses—and its impact is only growing.
As industries across the U.S. face labor shortages, complex supply chain needs and heightened environmental regulations, one fact remains undeniable: a robust, sustainable construction industry must also be a diverse one.
A Growing, Purpose-Driven Network
With over 350 members, HACIA is now one of Illinois’ largest professional networks for construction-related small businesses. Members span a wide array of professions—including contractors, architects, engineers and suppliers—many of whom navigate systemic challenges related to access, scale, and certification.

New members don’t just join a network—they gain immediate access to a trusted community of business partners and comprehensive support services. In 2024 alone, more than 3,100 individuals attended HACIA events, and the organization provided tailored technical assistance, strategic introductions to decision-makers, M/W/DBE certification help, and workforce development programs.
“Our focus is not only creating equity in the construction industry, but ensuring our members grow once they’ve found their place,” said Executive Director Jacqueline Gomez. “That means up our sleeves to provide hands-on support that creates generational wealth and allows our members to build their business successfully."
Building Business Capacity
HACIA’s signature Executive Fellows Program serves as a business accelerator for construction entrepreneurs, helping them refine financial strategies, legal knowledge, and operational plans. In 2024, 28 business owners graduated from the program, each receiving customized support to boost their competitiveness in the industry.
Among the graduates was Cesar Lopez of Best Networks, Inc., a Chicagoland IT consulting firm specializing in data cabling, fiber optics, and low-voltage systems for the construction sector. After completing the program, Lopez saw tangible success: “This program gave me a clear strategy to scale,” he shared.
Collectively, participants of HACIA’s Business Capacity Programs, including Lopez, secured over $11 million in new contracts and projects following their training.
In addition to the Executive Fellows Program, HACIA offers the Contractors Development Program—flexible, a-la-carte training covering crucial areas such as estimating, insurance, sustainability, and project management operations—accessible to both business owners and their teams.
Preparing the Workforce of the Future
Recognizing that tomorrow’s construction leaders are being shaped today, HACIA invests heavily in workforce development. In 2024, 313 individuals enrolled in HACIA’s training programs, with 282 completing their coursework and 104 securing job placements or union applications.
Through offerings like the IL Works General Construction Pre-Apprenticeship Program, electric vehicle charging installation training, and the Carpentry Pre-Apprenticeship Program, HACIA is equipping underserved populations with the skills and certifications they need for lasting careers in construction.
Policy Advocacy Driving Real Change
HACIA’s commitment to systemic change extends to legislative advocacy. In 2024, HACIA’s work contributed to the enactment of Public Act 103-570, a transformative law that reduces bonding hurdles for small contractors bidding on Illinois Department of Transportation (IDOT) and Tollway projects.
This “game-changing” legislation will open critical contracting opportunities for diverse-owned firms previously shut out of competitive processes. Other major wins include new laws to enforce faster payment timelines, improve supplier diversity reporting, and recognize local M/WBE certifications—ensuring small businesses aren’t just participating, but competing.
