
Construction management and general contracting operations will come under expanded executive oversight at Holt Construction following the promotion of Joseph Martinez to chief operating officer. The appointment, announced Oct. 8, places responsibility for operations and estimating with an executive whose background spans preconstruction, construction services and field operations.
Martinez joined Holt in 2020 and most recently served as vice president of construction services and executive director of preconstruction. In his new role, he will coordinate with project executives, project directors, estimating personnel and corporate teams to maintain consistency throughout project planning, execution and closeout.
Martinez’s responsibilities will include maintaining operational standards across projects and supporting teams responsible for schedules, budgets, contracts, safety, quality and risk. His oversight of estimating will also cover budget development, bid-document reviews and value engineering before construction begins.
The combined scope connects early-stage cost planning with field execution. For general contractors, coordination between estimating and operations can help project teams identify potential risks before work begins and maintain alignment between project budgets and delivery requirements.
Martinez holds a bachelor’s degree in architectural engineering and a management certification from Cornell University. He is also a Leadership in Energy and Environmental Design Accredited Professional (LEED AP).
