TUCSON, AZ — Oct. 9, 2025 — Jacobs is spearheading the design of southern Arizona’s largest highway construction project in a design-build partnership with Sundt Construction. The Arizona Department of Transportation (ADOT) Kino to Country Club project focuses on enhancing traffic flow and safety on Interstate 10 (I-10), creating a vital connection between major highways and local roads in Tucson.
The $600 million project will expand a three-mile stretch of I-10 in both directions, reconstruct and remove existing interchanges, and upgrade roadways to ease congestion. Jacobs’ design team is responsible for developing final designs for all structures and roadways, along with engineering documents required for construction.
“The Kino to Country Club Road program is a pioneering effort and will bring best practices in alternative program delivery to Arizona,” said Galina Leiphart, Jacobs Transportation Market Growth Director - West Central. “Working with the Arizona Department of Transportation and Sundt as our design-build partner, we'll deliver a safer, more efficient transportation system that supports growth and connectivity across Arizona and improves traffic flow and safety in the local Tucson community.”
Construction began in June 2025 and is scheduled to continue through 2028. The project will:
Jacobs’ team is applying innovative engineering solutions and leveraging advanced construction delivery methods to minimize traffic disruptions while maintaining a high safety standard for drivers and construction personnel.
The project is expected to have significant benefits for the Tucson region, including:
Jacobs and Sundt are also committed to environmentally responsible practices, including minimizing construction-related emissions, managing stormwater runoff, and protecting sensitive areas along the I-10 corridor.
Once complete, the Kino to Country Club project will serve as a model for large-scale design-build transportation projects in Arizona, integrating modern highway engineering, safety improvements, and community-focused planning.
“This project represents more than just asphalt and concrete,” Leiphart added. “It’s about creating a transportation system that grows with the region, enhances quality of life for residents, and sets new standards for innovation in highway design and construction.”
