Highlights

  • Jacobs will provide construction management services for two highway improvement projects in Orange County, California.
  • The projects involve improvements along SR-91 and Interstate 5 corridors.
  • SR-91 upgrades include a new eastbound general-purpose lane, bridge widening and interchange reconstruction.
  • The I-5 project will focus on mobility, safety and travel reliability improvements.
  • Both corridors carry more than 275,000 vehicles daily.

Transportation agencies across California continue advancing highway modernization projects aimed at reducing congestion and improving mobility in heavily traveled urban corridors. Jacobs has been selected by the Orange County Transportation Authority to provide construction management services for two major roadway improvement programs in Southern California.

The assignments cover upgrades along State Route 91 and Interstate 5, two of the region’s busiest transportation corridors.

SR-91 Corridor Improvements

The SR-91 Improvement Project will focus on the segment between La Palma Avenue and State Route 55 in Orange County.

Planned work includes construction of a new eastbound general-purpose lane, bridge widening activities and interchange reconstruction intended to improve traffic flow and operational efficiency along the corridor.

According to project information released by the Orange County Transportation Authority, SR-91 currently carries more than 300,000 vehicles per day and serves as a primary commuter and freight connection between Orange County and the Inland Empire.

The corridor has experienced increasing congestion tied to population growth and regional travel demand.

Interstate 5 Modernization Work

Jacobs will also oversee construction management services for the Interstate 5 Improvement Project between Interstate 405 and Yale Avenue.

The I-5 corridor segment records average daily traffic volumes exceeding 275,000 vehicles and is considered one of the busiest freeway sections in Southern California.

The project is designed to improve roadway safety, increase travel reliability and support long-term transportation capacity across the region.

Large-scale interstate improvement programs in California continue generating substantial work opportunities for transportation contractors, civil engineering firms and infrastructure program managers as agencies address aging roadway systems and traffic congestion.

Southern California Transportation Infrastructure Activity

Regional transportation agencies throughout Southern California have expanded investment in highway modernization, interchange reconstruction and congestion-relief infrastructure projects supported by long-range mobility planning efforts.

Construction management services remain a significant component of major transportation programs because of the complexity associated with traffic staging, utility coordination, environmental compliance and multi-phase infrastructure delivery.

Orange County’s transportation improvement strategy includes upgrades intended to support commuter mobility, freight movement and long-term regional economic activity.

Why It Matters

For infrastructure owners, contractors and transportation developers, the Orange County projects reflect continued demand for highway modernization work in densely populated urban markets with sustained traffic growth.

The projects also underscore the increasing role of construction management and program oversight services in large-scale transportation infrastructure delivery, particularly within high-volume corridors requiring phased construction and operational coordination.
