
A new leadership appointment at a Texas construction industry organization is placing greater emphasis on workforce development, education and access to business opportunities. Luis Delgado, president of STV’s program management and construction management team, has been selected to lead the Regional Hispanic Contractors Association Foundation for a two-year term.
In his new role, Delgado will support programs providing scholarships, professional development and business resources to students, emerging professionals and small businesses across the architecture, engineering and construction sector.
The RHCA was established in 1995 to promote economic opportunities for Hispanic and minority contractors, architects and engineers in Texas. Its foundation extends that work through scholarships, grants and career development initiatives.
The programs are intended to connect individuals entering the industry with education, practical experience and professional resources.
Delgado previously served as RHCA chair from 2022 through 2024 and has spent seven years on the association’s board of directors. His prior involvement included efforts focused on contracting processes and expanding opportunities for small and diverse businesses participating in infrastructure programs.
His broader industry leadership includes serving as chair of the national board of directors for the Construction Management Association of America and participating in the CMAA Foundation.
The combination of construction management and industry association experience will support Delgado’s work connecting workforce initiatives with project delivery needs.
