
Modernizing aging passenger rail equipment across a national network requires coordinated engineering, manufacturing oversight and regulatory management throughout delivery. VIA Rail Canada has selected Jacobs to support those activities as the operator advances its Long Distance, Regional and Remote (LDRR) fleet renewal program.
The initiative covers more than 300 pieces of rolling stock, including locomotives, sleeper cars, dining cars and coaches. The equipment is intended for service across VIA Rail’s network, which extends from Canada’s Atlantic coast to the Pacific coast and north toward Hudson Bay.
Jacobs’ responsibilities will span several phases of the delivery program. Services include project management, engineering support, manufacturing oversight, testing and commissioning, quality assurance, and reviews related to regulatory compliance.
For owners and transportation agencies managing large rolling-stock programs, the scope places technical, manufacturing and commissioning activities within a coordinated delivery framework. The work also involves oversight as new equipment progresses from production through testing and eventual entry into service.

Over nearly a decade, Jacobs has supported the Corridor Fleet Renewal Program, including procurement, manufacturing oversight, testing and entry into service for 32 trainsets operating between Québec City and Windsor, Ontario. Jacobs has also provided technical specification development support for VIA Rail’s broader Fleet Replacement Program.
That prior involvement provides continuity as the LDRR initiative moves from procurement-related activities into delivery. The transition will require coordination among the rail operator, manufacturers, technical teams and regulatory stakeholders as new rolling stock is introduced.
The program represents a substantial passenger rail equipment renewal effort involving more than 300 units and multiple equipment types. For transportation owners and program managers, Jacobs’ role illustrates the range of technical and oversight functions required to move a large rolling-stock program through manufacturing, testing, commissioning and regulatory review.
