Massachusetts Awards $330M for Housing and Economic Development Projects

Massachusetts has awarded $330 million to support housing, infrastructure and economic development projects across the state, creating a pipeline of construction and redevelopment activity in 207 communities.

The funding was announced October 1 through the FY27 Community One Stop for Growth program. According to the state, the awards cover 403 projects and are expected to support more than 27,000 new homes, 13,000 permanent jobs and more than 7 million square feet of new commercial development. The state estimates the projects will help unlock approximately $24.6 billion in private investment.

Housing and Infrastructure Receive Major Funding

The largest portions of the funding are directed toward infrastructure programs supporting housing and development.

The HousingWorks Infrastructure Program received approximately $109.7 million for 54 projects, while the MassWorks Infrastructure Program received $105.1 million for 59 projects. Another $51.1 million was awarded through the MBTA Community Catalyst Fund for 24 projects.

HousingWorks funding can support infrastructure such as water and sewer systems, utility extensions, roads, sidewalks and other site improvements associated with housing development. The program is focused on horizontal infrastructure rather than building and foundation construction.

Additional awards include $17.3 million for 35 Underutilized Properties projects, $10 million through the Rural Development Fund and nearly $7 million through the Housing Choice Grant Program.

Projects Span Development and Redevelopment Activities

The One Stop awards also cover site preparation, downtown improvements, brownfield redevelopment, planning and vacant storefront initiatives.

The Site Readiness Program received $4.6 million for 15 projects, while the Massachusetts Downtown Initiative Capital Grant Program received $4.9 million for 42 projects. Five Brownfields Redevelopment Fund projects received a combined $1 million.

The awards extend across different types of Massachusetts communities. State data shows that 36% of the funded projects are located in rural communities, 24% in Gateway Cities, 37% in Housing Choice Communities and 50% in MBTA Communities. Thirteen communities are receiving One Stop funding for the first time.

Since its launch in 2021, the Community One Stop for Growth has distributed more than $1 billion through more than 1,900 awards supporting housing and economic development projects across Massachusetts.

The FY27 awards create a substantial pipeline of publicly supported infrastructure, housing and redevelopment work. For construction owners, developers and contractors, the funding spans early-stage planning and site preparation through infrastructure improvements and building-related development programs.

The state's housing infrastructure awards are particularly significant for projects where roads, utilities, water and sewer improvements must be completed before residential construction can proceed. The awarded projects will move into contracting and implementation following the FY27 funding cycle.
