Olympia Seeks Bids for Affordable Housing Rehab on Prospect Avenue

The City of Olympia has officially opened bidding for the rehabilitation of a 12-unit affordable multifamily property at 1024 Prospect Ave. NE, inviting qualified contractors to submit proposals under its Rental Rehabilitation Program.

The initiative is designed to “preserve building integrity, improve energy efficiency and enhance safety for residents,” according to city officials. The Request for Bids (RFB) was issued on Monday, Oct. 6, outlining a comprehensive scope of work that spans both interior and exterior upgrades.

Planned improvements include:

  • Siding and window replacement
  • Exterior painting
  • Concrete sidewalk and stair repairs or replacements
  • Installation of new ductless mini-split heat pumps for high-efficiency heating and cooling

The project is expected to cost between $201,500 and $229,500 and will be executed under a single contract, requiring the selected general contractor to manage all subcontractors and ensure compliance with federal, state and local regulations, including labor standards.

Funding is being provided through the Community Development Block Grant (CDBG) program, a federal initiative administered by the U.S. Department of Housing and Urban Development (HUD) and managed locally by the City of Olympia. The CDBG program issues annual grants to cities to support low- and moderate-income communities, typically funding affordable housing rehabilitation, public facility improvements and neighborhood revitalization.

For this project, the city is choosing to repair and preserve existing housing rather than build new units, an approach aimed at maintaining long-term affordability while minimizing displacement.

Because of its federal funding source, the project must comply with the Davis-Bacon Act, which requires contractors to pay federal prevailing wages to all construction workers involved.

Only contractors registered in the MRSC Small Works Roster under the “Facilities – Residential (General)” category and approved to work with Olympia are eligible to participate. Electronic bids are due by noon on Oct. 28, and questions must be submitted via email to Anastasia Everett at aeverett@ci.olympia.wa.us by 5 p.m. on Oct. 20.

City officials say the Prospect Avenue rehabilitation is part of a broader effort to preserve aging affordable housing stock, ensuring that Olympia’s older multifamily properties remain safe, energy-efficient and livable for future generations.
