Oregon's First P3 Project Receives Dual National Honors for Environmental and Social Impact

OREGON CITY, Oregon (Nov. 16, 2024) – Fengate Asset Management (Fengate) and PCL Construction Services, Inc. are proud to celebrate their dual wins at the 2024 P3 National Awards, where the Clackamas County Courthouse Replacement Project received recognition in two prestigious categories: Best Social Infrastructure Project and Environmental Impact Award.
“This award recognition highlights our successful collaboration with Fengate and the quality of work we’ve delivered together on Oregon’s first P3 project,” said Jon Kindrachuk, senior project manager at PCL for the Clackamas County Courthouse Replacement project. “This project sets a new benchmark in sustainable, efficient, and community-centered design and construction that we hope will inspire future projects across the state and beyond.”
The Clackamas County Courthouse Replacement Project addresses the urgent need to replace the existing courthouse, built in 1936 to serve a population of under 50,000, with new infrastructure that meets modern sustainability standards and accommodates the needs of a growing population of over 420,000.
The new courthouse is aiming for LEED Gold certification and incorporates several advanced sustainability features, including photovoltaic panels, high-efficiency systems, and the electrification of operations. Once operational, the project is expected to reduce electricity consumption by 53.4% and natural gas use by 88.1%, leading to an overall greenhouse gas (GHG) reduction of 62.2% annually.
“The Clackamas County Replacement Courthouse Project exemplifies how the public and private sector can collaborate effectively to address the pressing need to decarbonize and revitalize infrastructure,” said Karl Schaefer, Fengate’s Executive for the project.
“Fengate embeds environmental, social, and governance (ESG) considerations in every project, and we are proud to see the courthouse project recognized for its positive environmental and social impact,” Schaefer added.
In 2022, the Fengate-led consortium, Clackamas Progress Partners, which includes Fengate Asset Management, DLR Group, PCL, and Honeywell, was awarded the contract to design, build, finance, operate, and maintain the new 257,000-square-foot courthouse. The project is slated for completion in 2025.
