
A major federal defense infrastructure program is moving forward at Redstone Arsenal in Alabama, with Parsons selected to provide owner’s advisor services for development of a new U.S. Space Command headquarters.
The $85 million agreement, awarded by Army Contracting Command – Rock Island in coordination with the Air Force Civil Engineering Center, has a 75-month performance period and covers comprehensive program and construction management support for the progressive design-build development.
The planned U.S. Space Command campus will encompass approximately 950,000 square feet and is expected to accommodate as many as 1,800 personnel.
The development will include a command-and-control facility, fusion center, visitor control center and supporting infrastructure. The facilities are being planned to support continuous operations and the command's operational requirements.
Parsons will oversee project execution as the government's owner’s advisor, with responsibilities spanning scope, cost, schedule, quality and risk management. Its role will extend through planning, design, construction and operationalization of the campus.
The assignment covers one of the Department of War's largest progressive design-build initiatives, according to Parsons. It also represents an early use of an owner’s advisor delivery approach by the Air Force.
Under the arrangement, Parsons will provide technical and program management expertise while supporting government oversight of the project. The approach is intended to coordinate the development and delivery of the complex through multiple project stages.
The headquarters program adds to Parsons' work in federal infrastructure and critical facilities, including projects involving military installations and other national security infrastructure.
The project represents a significant federal construction management opportunity involving a large, mission-critical campus with specialized security, operational and infrastructure requirements.
